The month of July, August and September have resulted in innovative and improved pathways to immigration to Canada. Canada issued more than 3,000 Invitations to Apply (ITAs) for provincial nomination for Canada PR through its Express Entry-linked Provincial Nominee Programs (PNPs).

This third quarter report of 2018 includes largest invitations through the Human Capital Priorities Stream of Ontario, the creation of the Labour Market Priorities Stream of Nova Scotia, and switch to an Expression of Interest System by Saskatchewan for its Express Entry Sub-category.

PNPs allow the Canadian Provinces/Territories to nominate a number of candidates for Canada PR each year. All Provinces/Territories with PNPs now must have at least one enhanced nomination stream linked to the Federal Express Entry System. Express Entry System manages the candidate’s profiles through the three main economic immigration categories of Canada, the Federal Skilled Trades Class, Federal Skilled Worker Class, and Canadian Experience Class.

Candidates will get an additional 600 points towards their Comprehensive Ranking System (CRS) Score on receiving a provincial nomination which prioritizes and fasten their ITA for Canada PR.

Ontario’s Human Capital Priorities Stream Report

The Human Capital Priorities Stream of Ontario allows the Ontario Immigrant Nominee Program (OINP) to search candidates from the Express Entry pool on meeting specified provincial and Federal criteria.

Ontario issued the largest invitations in the 3rd quarter of 2018 through its Human Capital Priorities Stream on 9th August 2018. Ontario issued a total of 947 Notifications of Interest (NOIs) to the Express Entry candidates with a job offer in Ontario in the draw held on 9th August. According to Ontario, a continuous drop of CRS score below 400 will depend on a no. of factors like the labour market needs of Ontario, no. of eligible candidates in the Express Entry pool, and the economic immigration priorities of the Province.

Saskatchewan’s switching to Expression of Interest System

Here is again a big news in the 3rd quarter of 2018. Saskatchewan switched to an Expression of Interest (EOI) System for the Express Entry Sub Category in July 2018. This big change put a stop of the “first come, first serve” approach of managing candidates’ applications to the express entry subcategory.

Under EOI system of Saskatchewan, the candidates interested for nomination offer through the Express Entry Sub-category of Saskatchewan must submit their EOI first.

The candidates who scored at least 60 or more in the assessment grid of Saskatchewan, and are satisfied will all eligibility requirements, can enter into the Express Entry pool of candidates. The highest ranked candidates will be eligible for provincial nomination through regular draws.

New Express Entry Stream Launched by Nova Scotia

Nova Scotia and Prince Edward Island too had an active 3rd quarter 2018 wherein Nova Scotia launched the Express Entry-linked Labour Market Priorities Stream. The stream will invite the Express Entry candidates on meeting the market-identified labour shortages to apply for provincial nomination. The CRS score is not the selection factor here.

Nova Scotia issued 314 invitations to the Express Entry Candidates with 2 years of eligible work experience in its first round of the new stream held on 8th August 2018.

PEI welcomed the EOI of the Express Entry candidates who like to be considered for the provincial nomination through PEI. PEI also might contact the express entry candidates with a work experience required in PEI who have not submitted one.
